Helping landlords understand proposed new standards
The Scottish Government has launched a consultation on its new proposed minimum energy efficiency standards for private rented homes in Scotland. Read on to find out what’s being proposed and the support available to help landlords meet these standards.

What’s the consultation about?
On 6 June 2025, the Scottish Government launched a consultation that proposes new minimum energy efficiency standards for domestic private rented sector (PRS) properties in Scotland - the Draft Energy Efficiency (Domestic Private Rented Property) (Scotland) Regulations: consultation.
The proposal outlines that the minimum energy efficiency standards must be met when properties are being rented to a new tenant from 2028 and to all privately rented properties by the end of 2033.
The proposed standards would require all PRS properties, as far as possible, to meet a reformed EPC heat retention rating (HRR) band C. This rating will focus on the building fabric performance, such as the walls, roof, floor and windows.
As part of the Energy Performance Certificates (EPC) reforms, it’s planned that three new ratings will be introduced to EPCs in 2026:
- heat retention rating
- energy cost rating
- heating system rating.
The consultation also outlines exemptions for landlords whose properties may not be able to meet the new standards. Full details can be read in the consultation paper.
The consultation closes on Friday 29 August 2025, and you can submit your views through the Scottish Government’s consultation website.
